Who Should Apply

All citizens of India, except permanent residents and indigenous persons of Manipur, need to obtain an Inner Line Permit before they enter the state.

In order to obtain an ILP, it is compulsory for all individuals, except those belonging to the following categories, to apply for the permit:

1. Indigenous Persons of Manipur

Persons who are indigenous inhabitants of the state of Manipur, including their direct descendants and other recognized native inhabitants, are not required to obtain the Inner Line Permit.

2. Non-Indigenous Women Married to Indigenous Men

Non-indigenous women married to indigenous men of Manipur and residing in the state are exempted from obtaining the Inner Line Permit.

3. Members of Security Forces Posted in Manipur

Members of the security forces posted in the state of Manipur, along with their families, are exempted from obtaining the Inner Line Permit during their tenure and stay in the state.

4. State or Central Government Employees Serving in Manipur

Regular and permanent employees of State or Central Government departments serving in the state of Manipur, along with their families, are exempted from obtaining the Inner Line Permit during their tenure and stay in the state.

5. Retired Government Employees Married to Indigenous Persons

Retired Government Employees of State or Central Government who have settled in Manipur permanently through marriage with an Indigenous Person do not need to procure an ILP for entering Manipur.

6. Government Advocates

Government Advocates and Defense Panel Advocates deputing Advocates by Government, along with family members, are exempt while serving in Manipur.

7. Employees of Government Undertakings

Regular or permanent Government Employees of Government Undertakings, corporations, and organizations deputing Employees in Manipur, along with family members, are exempt while serving in Manipur.

8. Persons Invited by Government

Individuals or groups formally invited by Government or Government Undertakings and issued with official ILP Exemption Certificate by competent authority do not have to procure ILP for entering Manipur.
