Who Should Apply

All citizens of India who are not permanent residents or indigenous persons of the protected region are required to acquire an Inner Line Permit prior to entering the region.

In order to acquire an ILP, it is compulsory for all individuals who do not belong to the following categories to apply for the permit:


1. Indigenous Persons of the Region

Individuals who are indigenous to the region and their direct descendants and other non-indigenous native residents do not require the permit.

2. Non-Indigenous Women Married to Indigenous Men

Non-indigenous women married to indigenous men and residing in the region are exempted from the ILP.

3. Members of Security Forces Posted in the Region

Members of the security forces and their families are exempted from acquiring the permit during their stay and tenure in the region.

4. State or Central Government Employees Serving in the Region

Regular and permanent employees of State and Central Government departments and their families are exempted from acquiring the permit during their tenure and stay in the region.

5. Retired Government Employees Married to Indigenous Persons

Individuals who are permanent residents and have settled in the region through marriage to indigenous persons are exempted from acquiring the permit.

6. Government Advocates

Government Advocates and Defence Panel Advocates appointed by the Government, along with their families, are exempt while they are serving in the region.

7. Employees of Government Undertakings

Regular or permanent employees of government undertakings, corporations, or organizations, along with their families, are exempt while they are posted in the region.

8. Persons Invited by the Government

Individuals or groups formally invited by the Government or government undertakings and issued an official ILP Exemption Certificate are exempted from procuring an ILP.

FINE & CANCELLATION

  • Sponsor who does not require the services of ILP holder and does not require the services of ILP holder anymore shall surrender the ILP and submit either/or both copies of the ILP to the concerned Deputy Commissioner(s) on the same day when he does not require the services of the ILP holder and/or within 7 (Seven) days from the expiry date.
  • Sponsor who fails to renew the ILP within the stipulated time shall be BARRED for the next 2 years and shall be fined ₹1,000/-(Rupees One Thousand only) for each sponsorship of one person each or double the fee charged for the ILP.
  • Temporary or Regular ILP holder of any kind who does not submit his/her application for the renewal or extension of his/her ILP before the expiry of the validity of his/her ILP shall be fined by the ILP issuing authority(ies) at the rate of ₹50/-(Rupees Fifty only) per day for regular ILP and ₹30/-(Rupees Thirty only) per day for temporary ILP for overstayal until the receipt of the application for renewal or extension of ILP. ILP(s) not renewed within the stipulated time shall be construed to be cancelled.

NOTICE FOR CITIZEN

With a view to reduce to a minimum the number of persons staying without Inner Line Passes and in order to enforce the Inner Line Regulation to the extent possible, surprise checking of Inner Line Passes in the District should be conducted at regular intervals. The Superintendents of Police of each District should be authorized to conduct surprise checking of Inner Line Passes by the Deputy Commissioners of the concerned Districts. The Superintendent of Police of each District should ensure that surprise checking of Inner Line Passes is conducted at least once a month. Report of such checking should reach the Home Department, Police Headquarters, and the concerned District Magistrates on the first week of each succeeding month. Any person staying without Inner Line Pass should be prosecuted in accordance with law.
