Who Should Apply
All Indian citizens can enter Sikkim without an Inner Line Permit (ILP) unless special permits are required for visiting protected or restricted areas in Sikkim.
However, for foreign nationals, an Inner Line Permit (ILP) / Restricted Area Permit (RAP) is required before they can enter Sikkim. Moreover, Indian as well as foreign tourists may need Protected Area Permits for visiting certain areas in Sikkim.
1. Indian Citizens
Indian citizens do not need an Inner Line Permit (ILP) for visiting Sikkim for tourism and general purposes.
However, Indian citizens need special permits / Protected Area Permits (PAP) for visiting certain protected areas and border areas in Sikkim, such as East Sikkim and North Sikkim, including destinations such as Nathula, Tsomgo Lake, Lachen, Lachung, Yumthang, Gurudongmar, and other such areas.
2. Permanent Residents / Local Residents of Sikkim
Permanent residents and locals of Sikkim do not need any Inner Line Permits for residing in Sikkim and moving within Sikkim.
3. Foreign Nationals
All foreign nationals entering the state of Sikkim must obtain the Inner Line Permit (ILP), also known as the Restricted Area Permit (RAP), before entering the state of Sikkim.
The permit would normally be for a limited period and would depend on the rules, conditions, and documents specified by the Government of Sikkim and the Government of India.
4. Foreign Nationals Visiting Protected Areas
Any foreign national interested in entering the state of Sikkim and visiting the protected or restricted areas of the state must obtain the Protected Area Permits (PAP), as applicable.
The entry of foreign nationals into some areas of the state of Sikkim may be prohibited or restricted, as specified by the Government of India.
5. Members of Security Forces Posted in Sikkim
The members of the security forces posted in the state of Sikkim, along with their families, would be exempt from the requirement of entering the state of Sikkim with the permit.
6. State or Central Government Employees Serving in Sikkim
Regular and permanent employees of State or Central Government departments serving in Sikkim, along with their families, may be exempt from obtaining permits during their tenure of service in Sikkim.
7. Employees of Government Undertakings / Corporations
Regular or permanent employees of Government undertakings, corporations, and other Government sector organizations deputed to Sikkim, along with their families, may be exempt from obtaining permits during their tenure of service in Sikkim.
8. Persons Invited by Government
Individuals or groups formally invited by the Government of Sikkim, Government of India, or Government undertakings, and issued with the relevant official authorization or exemption certificate by the relevant Government authority, may be exempt from obtaining permits to visit Sikkim.
